- Under Section 25 of the PSMB Act 2001, levy that an employer does not use within the set period may be forfeited.
- Since 1 January 2020 the period for unutilised HRD levy is two (2) years instead of five (5).
- Under Employers' Circular No. 7/2019, levy contributed for two years is forfeited when no claims are made within 24 months.
- After forfeiture, RM10,000 remains in the employer's levy balance.
- Employers are encouraged to make at least one training claim within each two-year period to stay eligible and avoid forfeiture.
